FOMC Holds Rates as Three Members Seek a Hike

The FOMC voted 9–3 to hold rates at 3.50%–3.75%; three dissenters favored a 25bp hike, a hawkish break from June's 12–0 vote.

The Federal Reserve kept the federal funds target range at 3.50%–3.75% in July, but the vote shifted from June's 12–0 decision to 9–3. Beth Hammack, Neel Kashkari, and Lorie Logan each preferred a 25-basis-point increase. The policy instrument did not move, yet the committee now has a visible fault line over inflation risk.

Rates stay put and the economic assessment is steady

The FOMC maintained the 3.50%–3.75% range and continued its ample-reserves policy. It said economic activity was expanding at a solid pace, productivity and capital investment were strong, job gains had kept pace with the workforce, and unemployment had changed little. Inflation remained above the 2% goal, partly because energy-related supply shocks were lifting prices in some sectors.

The meaningful change is the 9–3 vote

June's statement passed 12–0. In July, Hammack, Kashkari, and Logan dissented and explicitly preferred a 25-basis-point hike. The statements' core language on activity, employment, and inflation was nearly identical. A small change from 'reaffirmed' to 'continuing' in the reserves language is not a directional shift; the three hawkish votes are the substantive new signal.

Technology assets face a larger policy tail risk

Because the rate was not raised, this meeting should not be described as an actual tightening. The dissents do show that support for another hike exists if energy shocks or inflation persist. For AI and technology assets, that matters through discount rates, financing costs, and risk appetite. It raises the tail risk of higher-for-longer policy without settling the next decision.
