Texas Pauses Data-Center Grid Approvals

Texas has ordered an audit of large data-center interconnection requests and paused project advancement pending its completion. More than 474GW is in the queue, with data centers accounting for roughly 90%.

Texas has moved large data-center interconnection from routine queue management to audit-first review. The governor ordered the Public Utility Commission of Texas and ERCOT to complete a comprehensive audit before projects advance, while noncompliant requests are to be denied. With more than 474GW in the queue and data centers representing roughly 90%, AI build-outs now face a power-access constraint alongside hardware procurement.

A tangible pause in interconnection

A directive issued by the Texas governor’s office on August 3 requires the Public Utility Commission of Texas and ERCOT to conduct a comprehensive audit of data-center projects. Relevant projects cannot move forward until that work is completed, and noncompliant interconnection requests are to be denied. The state reports a queue above 474GW, with data centers accounting for about 90%. This is an administrative change affecting the connection process, not merely a warning about future electricity demand.

The request queue has become a reliability issue

ERCOT’s previously approved Batch Zero process had already identified more than 438,000MW of large-load interconnection requests, nearly 89% of them from data centers. That framework was designed to balance large-user connections with system reliability. The new audit suggests that queue size, project maturity and grid reliability can no longer be resolved through ordinary sequencing alone. For AI campuses, land, GPUs and financing do not guarantee power on the planned schedule.

Power-access rights may become the constraint

The shift could increase the value of verifiable load forecasts, backup generation, demand-response commitments and demonstrable construction progress, rather than speculative capacity requests. The strongest countercase is that ERCOT already has a batch-based framework for large loads, so the audit does not necessarily imply a lasting ban on new projects. Yet until its findings are known, uncertainty around connection timing is itself a material variable for project returns and customer delivery commitments.

What to watch next

Watch for the audit’s screening criteria, the number of paused projects and a timetable for resumed approvals. Evidence of widespread withdrawals, capacity reductions or new reliability obligations would strengthen the case that grid access has become a binding constraint on Texas compute growth. A rapid resumption of most projects without tighter rules would instead indicate that this is primarily a queue-cleanup exercise.
